  • EBA final report with amendments to RTS under CSDR prudential framework

    9 October 2026

The European Banking Authority (EBA) has published a final report containing draft amendments to the regulatory technical standards (RTS) under Delegated Regulation (EU) 2017/390, supplementing the Central Securities Depositories Regulation (CSDR) prudential framework. The changes respond to the CSDR Refit (Regulation (EU) 2023/2845), which now permits banking CSDs to provide banking-type ancillary services to participants of other CSDs, including foreign currency cash settlement. To address the potential credit, liquidity and concentration risks arising from the provision of these services, the EBA was mandated to revise the RTS. The amended RTS update the prudential framework for banking CSDs and designated credit institutions to ensure it adequately reflects and mitigates the additional complexity arising from such arrangements, including credit and concentration risk and collateral management considerations. In addition, the final draft RTS aligns references with amendments made to the Capital Requirements Regulation.

Following the December 2025 consultation, the EBA has made mainly clarificatory amendments. Section 4.2 of the report summarises the key points raised and the subsequent analysis, discussion and action taken (if deemed necessary). The draft RTS will be submitted to the European Commission for endorsement before being published in the Official Journal of the European Union.
