20 February 2025The European Securities and Markets Authority (ESMA) has published technical standards in relation to the Central Securities Depositories Regulation (CSDR) Refit. There are three final reports with the draft technical standards that have been published. The first report covers the review and evaluation process of EU central securities depositories (CSDs), setting a harmonised approach for the information-sharing of CSDs and including a one-year implementation period for new reporting data that requires CSDs to update their processes (article 22 CSDR). The second report covers the assessment of whether an EU CSD in a host member state could be considered of substantial importance for the functioning of securities markets and investor protection (article 24a(13) CSDR). The third relates to notification requirements for third-country CSDs and aims to streamline the notification process (articles 25 and 69 CSDR). The final reports and draft technical standards have been submitted to the European Commission for adoption.
